The incident occurred on Fulton Street, a busy thoroughfare in the neighborhood.
The four-inch heavy cable, which is typically used for signal and communication purposes, dropped onto approximately two blocks of Fulton Street around 6:30 a.m. The extreme cold weather is believed to have caused the cable to expand and droop, leading to its detachment from the structure.
